Media Library - Selecting Mode still active after logging out

When a user enters selecting mode and does not finish choosing images, then logs out, the media library remains in selecting mode for that user.

This isn't typically a problem because the media library is private. But for sites that have public media repositories, it creates a strange circumstance for the administrator that browses to the public media engine pages while still in Selecting Mode.

We need more robust checks against selecting mode.
