Fix filtering for check boxes in aFormBuilderFilter

Currently whenever a check box exist in a form it will apply filtering on the generated behavior. There needs to be a way to specify both on and off as acceptable values. This will require a change in the way aFormBuilderFilter includes widgets, they can no longer simply be the widgets from the layout form classes.
